Baltimore Thrive is a member of the Fair Assessments Coalition (FAC). The FAC was established in response to a report by the Center for Land Economics which found that vacant property in Baltimore City was undervalued by nearly half a billion dollars. That under assessment means that owners of vacant land are not paying their fair share towards city services and are incentivized to let their property remain vacant while they extract value from the community.
